The Company

Incorporated on September 5, 2002, Frost GeoSciences, Inc. was founded by Steve and Tammy Frost, with the intent to offer the highest quality reports and customer service available within the local geologic and environmental consulting industry. With the mantra, “We do what we say we were going to, how we said we’d do it, and when we said we’d do it,” we and our dedicated staff have built a firm we would be proud to take our own business to. By providing information, options, and answers, we have earned the valued trust of our clients and have grown to offer many new services, including geotechnical engineering.

Frost GeoSciences is a Small Business Enterprise (SBE), Woman-Owned Business Enterprise (WBE) and Emerging Small Business Enterprise (ESBE), registered with the South Central Texas Regional Certification Agency. We are members of the Better Business Bureau, and are a registered engineering firm with the Texas Board of Professional Engineers. Our soils laboratory is certified by the American Association of State Highway Transportation Officials (AASHTO), placing us within the ranks of only a handful of labs in the San Antonio area possessing this certification.

Meet the Management

Paula Frost, Chief Executive Officer/Chief Financial Officer

In 2007, Paula Frost was brought into the firm to coordinate financial, human resource and records management for the company.  Mrs. Frost became Treasurer of the company in 2012 and was made C.E.O. of Frost GeoSciences in early 2017.

Paula Frost, Chief Executive Officer/Chief Financial Officer, has extensive experience in accounting, budgeting, financial records management and auditing.  Her career has included oversight and coordination of office operations, human resource management, payroll responsibilities and policy administration.  Previously Mrs. Frost worked for a $325 million financial institution with four branches specializing in back-office operations and customer service.  Additional experience includes positions as Administrative Officer for a Fortune 1,000 company and as Operations Manager for a west Texas outfitting enterprise. The skills Mrs. Frost developed over the past 27 years have helped to guide FGS to our current status today.

Steve Frost, President

Steve Frost, is a Licensed Professional Geoscientist through the State of Texas. Also a Certified Professional Geologist through the American Institute of Professional Geologists, Mr. Frost has performed thousands of environmental and geologic site assessments across the state of Texas. Mr. Frost is also a member of the Association of Engineering Geologists and has completed courses in performing Phase I and Phase II Environmental Site Assessments offered through Texas A&M University.

Mr. Frost’s capabilities include drilling experience since 1975 and managing a geotechnical firm since 1993.  He earned his Bachelors of Science degree in geology from Midwestern State University in Wichita Falls, Texas, in 1988.

T.G. Bey, Environmental Division Manager and Field Biologist

T.G. Bey, Environmental Division Manager and Field Biologist, was granted a Federal Fish and Wildlife permit in 2010 and is authorized through the United States Fish and Wildlife Service to conduct presence/absence surveys and habitat assessments for the golden-cheeked warbler within Texas for research and recovery purposes, which has led to further opportunities to provide biological services beyond the scope specific to one species.

Jack O. Tucker, Principal Engineer

Jack O. Tucker, P.E., is a licensed Professional Engineer and the Principle Engineer overseeing the Geotechnical Division for FGS.  Mr. Tucker began working in the engineering field in 1999 and has built experience across multiple engineering disciplines.  He specializes in utility infrastructure, production facility design, water distribution, roadway design, construction management, plan development and contract administration.  He also has extensive experienced in right-of-way acquisition, utility relocation, environmental permitting, hydrology, drainage, traffic analysis, planning, programming and funding.

Paul Clemones, C.E.T.

Paul Clemones, C.E.T., is the Construction Materials Testing Division Manager and Radiation Safety Officer for FGS.  Mr. Clemones spearheads client coordination, manages a highly qualified team of technicians, and finalizes the majority of CMT end-products provided to our clients.  Mr. Clemones has brought decades of experience and diligence in maintaining certifications to his work at FGS.
